
The City of Redding will be preparing an Environmental Impact Report (EIR) on the draft Redding Riverfront Specific Plan. This page will be updated periodically as new California Environmental Quality Act (CEQA) related information, meetings and documents are prepared and available.
The City of Redding is requesting written comments from responsible agencies and the public regarding the scope and content of the Redding Riverfront Specific Plan Draft EIR. The program-level Environmental Impact Report (EIR) will evaluate the environmental impacts associated with the likely type and amount of development projected under the Redding Riverfront Specific Plan. This EIR will not evaluate detailed, site-specific activities and future site-specific projects that may be developed under the Specific Plan. The City requests your written comments as to the scope and content of the EIR, including mitigation measures and/or project alternatives to reduce potential environmental impacts from the proposed project.
Written comments on the NOP are due no later than the close of the 30-day NOP review period at 5:00 p.m. on March 2, 2026. Please send your written comments to Jeremy Pagan, Development Services Director, at the mailing address or email address shown below with “Redding Riverfront Specific Plan EIR” indicated as the subject. Public agencies providing comments are asked to include a contact person for the agency.

The City will hold a public scoping meeting to provide an opportunity for agency staff and interested members of the public to submit verbal comments on the scope of the environmental issues to be addressed in the EIR. The scoping meeting will be held as a part of the February 10, 2026 Planning Commission meeting, at 4:00 p.m. at Redding City Council Chambers, 777 Cypress Avenue, Redding, CA 96001.
